182 won't start!!

My car is stranded at work. went to start it up and it just wont fire up. the starter motor is turning over but nothing. There is petrol in there, on the 1st white line. so thinking its either the spark plugs or petrol pump. my car has done 77K miles on original plugs. how can I diagnose wether its the pump or plugs?

Try cleaning the tdc sensor.

Whats that and where do I find it? Also lately I found that the engine starts and about 1-2 secs later it will cut out and I have to restart it.
