2.0L Conversion or Phase 1 172???

I was planning to use my old 1995 and put a 2.0 williams engine gearbox etc in but someone has told me to just invest in a phase 1 172 insted.

I am wondering whether is it worth doing the conversion or if the 172 is that good to drive that there is no point.
