A) Thats a 4 rotor rotary engine based on Mazda parts. OEM engines were fitted with either 2 or 3 rotors as well as turbo charger. I'm pretty sure that particular car is campaigned in the U.S Time Attack Seires.
B) This is a tuned naturally aspirated one which means its making stupid ammounts of power. It sounds different to normal RX7/8's because of the extra rotor, lack of turbo, and the porting carried out on it. (Refere to 787B for similar bad ass noise)
C) God knows....he's a yank.

its a periphial port 4 rotor, they idle at 3.5-4k, it wont be making much over 450bhp as its na, pretty much all 4 rotors sound like that and rev so quick its mental... to build a 4 rotor engine just to buy the e shaft (basically the crank) your looking about £14k then you need 2 20b centre plates (about 1k each) and 4 rotors and housings (400 for new housing and 250 for new rotors EACH) then you need to build the manifolds (inlet and exhaust) which will prob set you back 1-2k, and then all the fueling (you need 8 injectors) and an ecu to run it... you would need a good 40k to do it cheaply... search on youtube for Mad Mike he drives a turbo'd 4 rotor fd3s rx7, makes 900bhp at low boost and he uses it for drifting (drifts for redbull team) to build a car that will handle the power you are looking at 50k plus for the engine etc if you already have the car... we talking massive money to do it right!
mad mikes car is a good 100k to reproduce. but nothing on the road will rev like it or drive like it, it would destroy zonda's etc... and im not bullshitting.

Mad Mike's 26b is mental... and like Malice said, cost huge dollar to build.
But the daddy is the 787B. The idle gives me wood.

It's basically two engines sharing the same eccentric shaft. So they're no more or less reliable than a two rotor.
That said, most 4-Rotors are far from standard. The 3-Rotor 20b from the Cosmo would be a better bet.

They arent really any of those, there are only a few UK companies who can do bridge ported 4 rotors in the UK, Dragon Performance being the main one. Reliability wise they are pretty similar to a 13B 2 rotor if running N/A, boosted power goes through the roof and life comes down accordingly. Parts wise most of it is standard peripheral port 13B except the special adapter plate and bespoke crankshaft.
dragon havent made a 4 rotor so that above comment is rubbish lol!
WGT made a 4 rotor and guy uses it in sweden for time attack and as far as i has had no issues...
if you were gonna run a rotary for a race car i would be seriously concerned about noise limits... its very hard to make a rotary quiet or under noise limits... if you go na the throttles make a s**t load of noise but the exhaust is the main issue! if you make the exhaust quieter your adding restriction and rotaries shift so much air restricting it has a big knockback on power

Yeah sorry it was Rotary Art i was thinking of, they are doing the shafts for 2.5K
N/A 4 rotors give good torque and horsepower with mental throttle response which is why mad mike uses one for drifting, if you wanted to go circuit racing wouldnt a 13B turbo be better suited, more readily available, quieter, cheaper to get similar power to a N/A 4 rotor and the lag wouldnt be such a problem on a race track.

I've been lucky enough to hear the 787b.

it will be down to porting and delivery i guess, there is alot more money in the mazda team to spend on le mans engine dev than there is in the uk or anywhere else in the private sector to make the same advances... plus a le mans engine only has to last 24 hours lol
tbh a 2 rotor with a t51r or t70 or t80 etc boosts and hits full boost (1bar) about 3-3.5k.... on street ports... a quad rotor with a t51 or t70 etc would be on full boost about 2k lol! so would be good for racing 
but i would wanna do a quad rotor with 2 t51r turbo's would be well over 1000bhp
