Adding sound to a photo...?

I want to add (and probably have to edit so it's a short clip) a sound clip to a photo.

Any bits of free software I can do this with please?

windows movie maker... to turn it into a film.

Jpeg files etc cannot have sound embedded into them AFAIK.
