I need to add some text to a photo !!!

I have adobe photoshop elements could i use that ?

I honestly have no idea !!!

also how do i make the text bigger, different colour E,t,c !!

On Photoshop? The colour selector is on the left in the tools bit, and the size bit is at the top (##px).
