Advice for fitting stress plates for harnesses in exhaust channel

Do you have to take the exhaust off and heat shield to drill the 2 holes into the chassis. I was going to drill two holes into the exhaust channel but obviously to fit the stress plates underneath ?

just wondering if i need to remove the exhaust and heat shields
