Advice for painting the rear quarter panel?

So I run a k11 micra and the quarter panel has been painted previously and I want to re paint it. The arch has a small amount of rust coming through. I reckon I can do it with a can of paint. Issue is the arch obviously needs some work aswell.

What's the best way to do it?

I'll be removing the rear bumper and rear light. I'll rub it down and paint/laquer.

Any tips?
