Hi, Read the thread on this link it may be the same problem if you mean the circulation fan.

If you mean the aircon itself, you can check if the compressor is running by simply looking at the clutch on the end of the unit, watch it while someone else switches the a/c switch on/off. You will hear quite a solid clunk as the clutch takes up and the engine revs will drop slightly.
The aircon wont work if the gas has leaked and dropped in pressure but I wouldnt run and get it recharged until you sort out the fan, as there is also a flow sensor in the evaporator which will shut it down if there is not enough air flowing to move the chilled air, which will happen if the circulation fan is kaput.
