Am I in a position of advantage?

  2005 Clio 182
So a couple weeks ago, a neighbour drove their ratty Corsa into the front of my Clio. They haven't bothered to mention it, or file an insurance claim or anything. I am in a bit of a pickle.

I dont know what to do, as my car is registered as being parked in a different city as I've only just moved here. The accident happened when I was visiting beforehand.

I may or may not have some modifications that my insurer doesn't know about. However the damage is only to the front bumper and not to the rear or where these mods are.

The way the markings are, makes it clear that they are at fault. However without them admitting liability what leg do I have to stand on?

I do have an incident reference number from the date it occurred, but without footage or witnesses I may be stuck.

Further to this, I have just moved again, just a mile away or so from the location of the incident. So my address, today, has changed yet again from the address at which it happened.

So, my question is this: do I have a leg to stand on here at all, or am I best just completing a home spray job on the patch of paint?
