Back Left Wheel Jammed

I was just about to nip up to the shop, took the handbreak off, went to reverse out of my drive and the car didn't move. It felt like the handbreak was still on but I had the handle down. I put it in first, stuck my foot down and moved the car forward a few feet, but only the rear left tyre left a skid mark, so I suspect it's the only one that's jammed.

Anyone have any ideas on what it is/how to fix/how much it will cost? The car is a 2002 1.2 Dynamique

The brake shoe friction material will have fallen off the backing plate, a new set of drum shoes and you should be fine

t**t the drum with a hammer see if that will free it then strip and replace pads. Drum brakes are piss simple.
