Best jpg editing app for Mac

I need to be able to edit a document by copy and paste individual letters and numbers.

I have paint for mac but when i highlight a letter to copy and paste it won't let me paste it? Its blank when i paste. This is doing my head in.

I know I'm not making much sense but i know what i mean lol
