Buzzing throttle body... 173

When sat with ign on my throttle body makes a buzzing noise. Is it meant to??

Ok lol. Didnt remember my last one doing it... Although it was a runner so didnt spend that much time under bonnet

Just plugged in a spare throttle body. When pressing pedal with key on body doesn't move until probably 3/4 down then it snaps open. Is this normal? Goes against logic as there doesnt seam to be any throttle control
