can a flaked off bit of laquer be touched up?

without spraying the whole panel? its about the size of a 10 pence on my bonnet, happened just after i had it sprayed as well, got too close with the pressure washer and it flaked off where thre was a stonechip

Chips away may be able to sort it for you.

If not it will need to be flatted back and the whole thing re-laquered.
