Clio 172/182 cup rear beam axle

Hello can anyone help??
See picture.
Did the cup rear beam come with this extra plate across the bottom of the spring pan??
As it's not on my standard 172 or my 182.

Not on the 2 cups I've had mate no. What's the diameter of the arb?

Do you think it been modified previously??
Because it looks like rest of factory welds on it too.

Not sure what benifit that would have
