clio seat belt clamp

ok, on the front seat belt clamp, on the drivers side theres two wires (one is the attachement to the floor). On the passenger side is just the attachement to the floor. so what is that 2nd wire on the drivers side clamp for, please?

Thats the one that makes the airbag warning light come on every 3,000 miles meaning a trip back to Reno!
