https://repairpal.com/OBD-II-Code-P0130-and-P0136 .It could be the sensor or it could be a broken wire on the sensor . I had the same a few weeks ago , on the post cat lambda sensor . The wires had got a bit bent and cause a slight crack in the sheath . I just fixed it with some insulation tape and now it's fine .

All modern Cat sensors have heated circuits , when the element fails it normally throws up heater circuit , the above circuit malfunction again could just be a poor contact - I'd disconnect it altogether , see what codes come up , reconnect it and try and delete the codes . If all ok go for a drive and see if they reappear.
If the fault code doesn't erase first go then is say it's the sensor .
