Coilover rear springs platforms?

Do i need the rubber hat found on the top of the standard rear springs?

if its the spring seat you are meaning then only need one at the top but you dont need the one on the bottom. just make sure you clean that area up and grease it so that the adjuster plate doesnt rust onto the rear beam

Is it safe to completely remove the spring height adjuster on the rear to get the car lower or do i need some sore of platform?

As long as the springs seat in the raised section on the beam then there shouldn't be a problem. The rubber wants to go on the bottom if your not using the adjuster then.
