De-Cat ?

Just wondering if someone can clear something up for me, i have a ph1 172 X-Reg (2000) and ive been looking about for an exhaust system for it, anyway long story short i took a look under the car today and i thought these cars had a double cat ? and i can only see what looks like a de-cat pipe - this being the first Clio i have owned however i am hoping someone can take a look at the below pic and tell me if i am right in assuming its de-cat or not ?

yes it was MOT'd in March this year just before i bought it hence me being puzzled about if it was or not lol
