Looking for alittle advice to see if i have diagnosed the problem with my laptop.

I have just re-installed windows XP and put all the drivers in. I how ever have had alot of trouble switching the laptop on or restarting it after updates.
I had this problem before about 3/4 years ago when the small fan packed in and the laptop would not turn on.

After installing XP / drivers & updates the bottom of the laptop was that hot i could not actually touch it and it was like it was on fire but looking at the fan it was once again not working. I turned the laptop off and then popped the case off it and gave it a small clean with a duster and things then put it all back together again but once again it wont start up and the fan is not turning at all.

Would the fan not kicking in or switching on stop the laptop starting up ?

If it is above the operating temp, it will auto shut down. So, I would have thought it wouldn't start as well. Only thing I can suggest is to try and replace the fan.
