Is overhang measured from the centre of the wheel then?

I just realised, I can get the V6 gear ratios from Gran Turismo 3.

I know that there were clios in GT1 and/or GT2. Does anyone know if it was the 16V or the Williams? Are you able to get the gear ratios?
