Yep, reletively easy to do if you can solder them ok. Its an expensive mistake if you screw up.

Blue dials are easy enough but making the needles light up red is going to be difficult.

As standard, the clio uses 6 LED's to light up both the needles and the digits. You would need to block the blue light to the needles then fit separate red led's onto a new circuit for the needle illumination.

Possible but will take time and patience.
