Power steering pump/water pump stop on lock?

When I start the car I have a noise from the drivers side of the engine. I had the dephaser etc done couple of years ago back so know it’s not that. When I put full lock on the noise is there and also the power steering and water pump pulleys stop spinning. I have changed the power steering pump thinking it’s that but no change anyone had similar or any ideas??

Would probably need to see a video of this to get an idea of what's going on. How old is your aux belt tensioner, they're prone to failing and binding up.
