Yep if your talking about surface finish.

A smoother surface should allow for better flow rates ie more air but having more tumble ie rougt surface may mean better mixing of the fuel and air so more efficient burning.

If your talking about material then yes if the material radiates heat ie the air in the pipe is cooler then more powr as cold air is more dence.

Also diameter of piping affects performance a thin pipe wont flow as much as a wider intake.

But the differences may be only tiny.
