Down on power and strange noise?

This component is making a strange noise, my car is down on power and up on fuel consumption. Any help would be appreciated Danny.

they do make a noise, thats the motor that controls the throttle body

any lights on the dash??

I think thats the throttle control valve...sure someone else will expand on that.

With the ignition on I know it normally makes a noise but now the noise is different. You hear the normal noise for 3 seconds then an electrical arcing/shorting noise then normal for 3 seconds again etc??

No lights on the dash, and 8mpg down on fuel?

they would make a noise as its a motor, the fuel consumption will be up due to the cold weather so its burning more fuel due to the denser air.
