Drilling Hole's for harness Eye Bolts - Help?

Whats best to drill the holes with? I think they are 11.5mm eye bolts but im not 100% sure. Can i use a cone/step drill bit?

dont see why not, use some big ass washers either side so it gets a proper bearing

got the eye bolt for in the car and it screws into a plate about 2" by 1"

Make sure you seal it all, before and after tightneing it up to keep the moisture out.
