Engine mount?? Unsure..

I have a terrible knocking sound when i set of anything faster than grandad pace. On closer inspection i have found this...



Am i being a fruit or is this an engine mount/gearbox mount? just doesnt look right to me, looks like the rubber should be sat against the metal?
Could it be the cause of the problem?
