Having a blowing exhaust can it cause a loss off power?

My cat has been welded to the centre section but missed at the top so its blowing slightly at the top my car sounds like it has a turbo

Whip it off and get it welded up if it's not shot. I've had exhausts welded in the past that are a terrible fit or won't seal.

You will lose power and it does affect fuel economy. Get it sorted...or replaced as soon as.

Maybe should take it off chop it reweld then put back on?
