I thought it was just speed cameras and talivans that collected revenue.
If he was so sure you needed an MOT he must surely hold a testing certificate himself.
And he had the cheek to make you take off your Bonnet. Hope your not bald
What was the offence?
Did you tell him you were a colleague. I hope you got the number of his car then you can get your own back.
Think Ill set up home in Spain.

Its the boy racer law.
Maybe your mate was wearing burberry? Maybe he was driving one of those stupid clios/novas/corsas where the idiot who owns it (who incidentally cant afford a decent car) thinks it would be pretty cool to "mod" it by removing any identifying features, having the number plate in an illegal font and by putting blue lights on the window washers (also illegal)

I’m not exactly a “traffic man” but the guys in my CID office seem to think that there is a stated case that has ruled that these blue spot lights are not illegal ??

I can answer this m8, your friends vehicle has been checked by a PC who has had MOT / Prohibition training. What this means is that if you are stopped and it is found that the vehicle is in such an un roadworthy state that it should not be driven, then the prohibition officer (Namely one of the pcs) can give you a prohibition notice to prevent you from driving the vehicle on the road or even moving the vehicle( in other words it needs to be recovered) until the vehicle has been repaired and then it will need to have a FULL mot. Once all this has been done your friend will need to produce both the Prohibition notice and the new MOT at the local station.
If it was a delayed prohibition it means he could of driven it away to get the work done. Unfortuantely it sounds like the vehicle has been modified so serverely that it is in fact dangerous.
There are normally a few PCs that are trained to do this, mostly on traffic. Failing that the vehicle inspectorate inspectors can do the same.
Dan

A) I have also had some enquiries concerning miniture blue lights fitted to tyre valves.
If the lamp moves - as it would if fitted on a wheel then an offence under Reg 12 Lighting Regs 1989 (moveable lamps) would appear to be fulfilled.
No person shall use, or cause or permit to be used, on a road any vehicle to which, or to any load or equipment of which, there is fitted a lamp, reflector or marking which is capable of being moved by swivelling, deflecting or otherwise while the vehicle is in motion.
Exceptions listed include retro reflectors fitted to pedal cycle pedals, and wheels and tyres of pedal cycles, invalid carriages and solo motorcycles.
If a lamp flashes then it would fall foul of regulation 13 - Lamps to show a steady light
No vehicle shall be fitted with a lamp which automatically emits a flashing
light.
Exceptions include direction indicators, a headlamp fitted to an emergency vehicle; a warning beacon or special warning lamp
Are all blue lights warning beacons or special warning lamps as these are restricted to fitting and use on emergency vehicles by regulation 16?
No vehicle, other than an emergency vehicle, shall be fitted with :-
(a) a blue warning beacon or special warning lamp, or
(b) a device which resembles a blue warning beacon or a special warning lamp, whether the same is in working order or not.
Regulation 3
‘Special warning lamp’
A lamp, fitted to the front or rear of a vehicle, capable of emitting a blue flashing light and not any other kind of light.
‘Warning beacon’
A lamp that is capable of emitting a flashing or rotating beam of light throughout 360 degrees in the horizontal plane.
Thus if a blue light does not flash it does not fulfill the above definitions and as long as it does not resemble such a lamp then it would not fall foul of reg 16.
Can they be considered as optional position lamps? - no they do not fall even close to the definition of one.
To summarise - if they do not move, do not flash and do not resemble (other than perhaps in colour but certainly not in size) a special warning lamp or blue warning beacon and do not display to the rear I cannot see how such lamps can fall foul of this legislation.
