Failed mot, quick question.

Hi, I seem to have let my membership slip. Will have to get on that but could someone help me with a quick question.
My 172cup just failed mot on brake bias valve. I can't remember why but I've heard something somewhere about this. Or am I imagining it. Is it the case that the back brakes show up weak on the cups.

The garage said there's no back brakes so it sounds like it is faulty I just wanted to double check.
