Fitting angel eyes

Hey all, bought black angel eyes for my mk2 ph2, however had a go at fitting them and got stuck before long, do I have to take the full front bumper off, it looks that way?

Cost me about 150 sheets so any help greatly appreciated!

By the way, im not asking for anyones opinions on angel eyes here, I bought them because i like them and now need help fitting them, so please dont hit me with "angel eyes are pish" or whatever

The two screws inside the wheel arch at the lowest point of the front edge of the lining which I *think* are allan keyed, are rusted on
