Fog Light Delay

When I turn my fog lights on, the drivers side comes on immediately where as the passenger side takes around 2 seconds before lighting up. Is this normal? I have put brand new bulbs in both.

had a problem like that in my old clio. will be a bad connectin behind the fog light. the pins inside the connector plugs are bad for corroding!!
