no, its not an mot fail. the law is, if you have them they need to work. so you will need to remove both to pass mot.
i used to have my fog's as caf's. if i was you tho i would fit the caf behind the lower grille

but operation wise they arent part of the test, only o/s/r fog.

it wont get in the engine, thats what your ait filter is for.I was planning to do this, however i was suggested NOT to because at the front like that you'll be sucking up lots of water/dirt when raining ! Engine will not like this
not water it wont, if you splash through a sizeable puddle and your engine gets a mouthfull (airfilter wont stop it) you will be left with conrods the shape of bananas and an engine about as much use as a chocolate tea pot.it wont get in the engine, thats what your ait filter is for.I was planning to do this, however i was suggested NOT to because at the front like that you'll be sucking up lots of water/dirt when raining !
