On mine the sidelights need to be on for the fog lights to come on. If the lights are on auto they won't come on either (this confused me for a while and I thought there was something wrong!).

Don't use fog lights when it isn't foggy though - that is for idiots that think it looks cool, or people that are too thick to know where the switch is or what the light is on their dash.
