Fuel tank foam

The black plastic wrap around my fuel tank pad has disintegrated, I think if I put just the foam back it would sponge up water and hold it against the floor pan.

Would wrapping it in a black bag work, any other ideas?

Rubble sack, aluminium tape and worktop edging tape. Problem solved!
