Gearbox or Clutch issues?

I have a Renaut clio mk2 phase 2 2000 plate which it is really hard to get into first and second? what could it be? if its the gearbox i will replace the clutch for good measure.

is it a high mile car ? hard to say which one, could be the gearbox slowly going on its way out.
