Handbrake stuck on?

My GF's Dads niece has a Clio and it seems that the handbrake is stuck. From what I could make out on the fone the handbrake itself moves up and down butit feels like one rear brake is stuck when trying to move off.

Anyone shed any light?

either siezed cylinder, or the lining has come off.

Either of those an easy fix because I think its broke down at her work inconveniently...

Just a sticky shoe? not the weather to be trying to unsieze it driving... give it a lump with a hammer
