Help!!!! What is this Flap

Hi, Can anyone shed any light on this flap for me, what does it do.

The first pic is with it open and the second image is with it closed. U can manually move it, doesnt seem to be motor driven.

It's located from the drivers footwell when u look up towards the right hand side above the accelerator pedal.

When driving cold air rushes in, and it whistles its t*ts off. (constant low pitched whistle) so annoying!!!

Blowers recirculation system flap ? Pretty sure it's meant to be on a motor too.
