Help with rattle please. Video included.

Hi, can anyone help please?
I have a rattle at 3k revs. It sounds like it's coming from the aux belt area but can't be sure. This rattle only comes at 3k and goes soon after 3k.

Ther is a guard down the side of the aux belt area that is attacthed to the lower turret area (looks like a black piece of carpet), the crank pulley rubs and cuts through it which may have dislodged it causing it to rattle
