Nah, There's nothing about full beam having to be a certain brightness / level... I can't see why you'd want / need it but I don't think you'd have any worries come MOT time.

Fair play... Still a waste of time / effort / money imo... no one should see your full beams (as you turn them off when someone is approaching you!) and your fogs will be useless if using 8000k HID's (unless you drive around with them to look cool!)
Sorry, I'm not having a dig... I just wouldn't bother personally! Each to their own though!!!
