horn dead!

my sister has just bought her second clio.
2001 1.2 dynamique.
the horn is dead on it.
just checked for power at the horn and there isn't any!
any guide as to the next step?

Wiring on top is prone to coming loose, does it all the time on mine.

everything tight.
tried cleaning spades,earths, new horn,fuse,took horn push (airbag) out.
stumped!!!
