Use something like MS Photo Editor, has the option to crop pictures and resize. First crop off as much as you can leaving the image you want, then use the resize function. Most photo editing packages will do this in the same sort of way. Cropping the image means the quality isnt degraded much when resizing...

Doenst really make sense the title but taking a guess your trying to resize down an image... just..

Resize it to smaller
adjust compression ratio
adjust number of colours in image 32bit -> 16bit -> 8bit etc.

just open it in paint and click save as, usually goes down in size
