how do you fit a rear toy eye?

Not quite as simple.

cut bumper
find large block of metal
weld metal to car
drill hole in metal
tap thread into metal
screw in "toy eye"

Well not unless there's anything behind there that's already suitable for drilling and tapping a thread into.

The point I'm trying to make, is that there is no screw thread on the back of a ph2 172, for a rear tow eye

There is a rear tow eye thread on the 182's, you just have to make a hole in the bumper for the eye to pass through.

Hang on... is that a threaded hole like the front, or a hole that some one has stuck a toe eye through, and put a nut either side?
