How to remove ruined bolt?

So yesterday i bought a used bumper for my clio 2.. but it seems the bolt is baked and the guy which i got it from cut one of bumper holders and tried to drill thru the bolt.. but he ruined it even more.. do you have any suggestion what to do cause ive tried with wd 40 and he obviously tried to drill it thru.. does anyone have any solution?

Take a grinder and carefully grind off the captive on the left over bit of metal, then just hammer it through.
Or try mole grips on the exposed thread, however it looks fucked anyway.

Last but not least, weld a nut onto the face of the ruined bolt

Thanks man..Ill try some methods tomorrow.. the problem is that lug nut and are welded togerther and the whole bumper is plactic, even the part where the bolt is comming thru so i am scared i dont brake it.. but thanks again, ill try tomorrow :)

You can’t use heat or it will melt the plastic. Spray some releasing fluid on the threads and leave it 24 hours.
Then see if you can grip the head of the bolt with some water pump pliers which will give you much more leverage to try and free it.
Put a spanner or adjustable wrench on the captive nut to stop it turning and ripping out of the metal.
If that doesn’t work l would try either a junior hacksaw or small metal saw on the bolt, it’s going to take a while (as you will only be able to move it an inch or two backwards and forwards) but you’ll eventually saw through the captive nut which will enable the bolt to be released.

Thanks man... But i managed to do it.. i did it by drilling thru it with more powerful drill... I did some kind of support for the plastic so i dont brake it and i drilled it but i paused every few second cause the heat from traction started to melt down the plastic so i did spray it with water before drilling
