how to take a scuff off a clio 3 black bumper ?

i have a black clio 3, and i have a scuff on the back bumper.. how do i take it off ?

paint stripper??

has it gone down to the primer/plastic etc
does it need a respray?

its been scuffed on the edge of the back bumper.. little lines going across. . you can see white lines where it has been scuffed ..

from the picture (bit too dark to be sure) it looks like it needs repairing properly...
