Hub Rust

I've just got back from holiday, and my wheels have rust on the hubs.

Ive scrubbed them just using water and washing up liquid to see if it was just dusty stuff, but none of it will budge. I also jetted them with my hose, but nothing.

What do I use to get the rust off?

Just wire brush and water?

Steel + Water= rust.

Just wire brush, no water, then hammerite i guess to stop it happening again.

wire brush it off, then paint them black, they'll look nice then.
