You cannot.
If the lights flashing it means the keys arn't syncronising with the ECU/UCH. Its mostly likly the transponder pickup from around the ignition barrel (common failure). You need a new imobilier or leasy to check you old one so you need to remove the ignition barrel to get the transponder pickup unit off.

its not flashing its on constantly. it did this about a month ago wen my battery went flat and i tried to bump start the car but the light came on then, somehow after about 20 attempts of trying to start the car, it started. dont know what to do.

it makes a high pitch noise from the engine bay when i turn the key, dont know if thats awt to do with it tho.

my car is 2003 clio mk2 172.I have the same problem " immobilizer light wont go out ".. light is on constantly not flashing...and now car cant be started. even use spare key,but still no work...what cause the problem? could be UCH?

Edde has given you the answer, its a known and common problem. It can be intermittent.

The "buzzing" under the bonnet is probably the ABS pump priming, but check the fuel pump relay just in case its that.
