Therefore, it is my understanding that, and this statement and the information in it is submitted subject to the condition that, it may not and will not "be given in evidence to a court in a prosecution".

Could be worth a try if you are brave.
I know a friend of mine tried the blank/unsigned NIP thing and it was sent back by Sussex police with a polite letter saying that if he didnt send the full details they would prosecute for some other offence as well.
