Little help needed with car seat

Just been in my dads car and attempted to pull the seat forward only to break the handle on the back of the seat.
Description is kinda vague, but the handle is just floppy now. Maybe theres a cable that has been broken?
Any help on this would be appreciated. Anybody experienced this before?

will be a broken cable or pulley need to take the seat out and maybe strip the cover of it to fix.
