Metal bar rear beam

Could someone tell me what this metal bar is?
It's located near the rear beam

Looks like the brake bias valve from that picture.

How is it adjusted because it was really loose so I tried to tighten the Phillips screw at the bottom but nothing seems to of happened.
Worried that I am going to go out and kill myself now.

It's the height sensor for the xenon lights

Just adjusts the headlights, maybe rear breaking as well? because obviously if you have any weight in the back, the front of the car will point upwards. Nothing to worry about.

this! and they're not connected to the axle, it's just a static valve.
