MOT question- seatbelts

Car  AMV8, Mk1 Golf
the drivers seatbelt on the golf isnt retracting fully when taken off, is this an mot failure?

want to make sure i get as much sorted as i can before the mot, im sure it will take a couple of attempts but who knows
 
If when you un-buckle it and it just flaps around then yes it's a failure as the belt is not doing it's job.
 
its one of those gray areas, it is technically a fail,

but as long as it makes a fair attempt at retracting all the way, i cant imagin any MOT station will be too bothered about it
 
i had a astra gte 16v
the seatbelt never went back,not even a inch
never failed a mot.....well not on the seat belt.....:(
